  • What is a Safety Action Plan (SAP)?
    The Safety Action Plan studies the causes of fatalities and serious injuries on our roadways. Working with safety planning partners, we are developing strategies to reduce those crashes. This plan utilizes the Safe System Approach: Safe People, Safe Vehicles, Safe Speeds, Safe Roads, and Post-Crash Care.
  • What areas are being looked at in the SAP?
    The study area includes all portions within the Town of Prescott Valley, and those County roads bounded by the Town limits.
  • What is the Plan's background and why is this needed now?
    The Town of Prescott Valley has obtained an SS4A SAP grant from the Federal Highway Administration (FHWA). The goal of an SAP is to develop a holistic, well defined strategy to substantially reduce and eventually prevent roadway fatalities and serious injuries within the Town. It focuses on all users including pedestrians, bicyclists, public transportation users, motorists, and commercial vehicle operators. The study area includes all vehicular roadways within the Town. The project duration is 12 months. This SAP has been prepared in anticipation of also applying in the future for an SS4A Implementation Grant and/or Supplemental Planning/Demonstration Activities Grant. If those applications are successful, grant funds would be used to support a Highway Safety Improvement Program (HSIP), Safe Routes to School (SRTS), or other safety-related transportation grants.
  • What will the Final SAP include?
    The completed Safety Plan will have valuable information that includes: Goals and performance metrics that measure our progress toward reducing fatalities and serious injuries. Recommended strategies and projects that may reduce fatalities and serious injury crashes for vehicles and multimodal transportation users. Recommended safety improvement projects for roadway segments and intersections, as well as strategies for encouraging safer driver behavior. Content that may lead to future grant applications.
  • What will the recommended improvements be?
    We do not have a full set of prioritized projects identified yet. We do know that feasible strategies may range from physical design treatments to policy, education, enforcement, and technology options. For design treatments, the Federal Highway Administration (FHWA) Proven Safety Countermeasures will be used heavily, which include: Appropriate Speed Limits Bicycle Lanes Crosswalk Visibility Enhancements Medians and Pedestrian Refuge Islands Pedestrian Hybrid Beacons Road Diets (Roadway Configuration) Enhanced Delineation Rumble Strips Safety Edge Median Barriers Access Management Roundabouts
  • How will the results of the SAP be implemented?
    Town Council and staff will be given the results and recommendations of the SAP to help them in choosing transportation projects and prioritizing their funding to make a positive difference that may lower crashes on their area’s roadways. The SAP will contain all required elements of a Safe Streets and Roads for All (SS4A) Safety Action Plan so that the Town could also apply for SS4A implementation grants.
  • What is the Safe Streets and Roads for All (SS4A) Grant Program?
    The Bipartisan Infrastructure Law (BIL) established the new Safe Streets and Roads for All (SS4A) discretionary program, with $5 billion in appropriated funds over 5 years, 2022-2026. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. The following groups of applicants are eligible for the SS4A grant program: Counties, cities, towns, transit agencies, and other special districts that are political subdivisions of a State. Metropolitan planning organizations (MPOs). Federally recognized Tribal governments. SS4A requires an eligible Action Plan be in place before applying to implement projects and strategies. Implementation grants provide Federal funds to implement projects and strategies identified in a Safety Action Plan to address specific roadway safety problem. Projects and strategies can be infrastructure, behavioral, and/or operational activities. Implementation Grants may also include demonstration activities, supplemental planning, and project-level planning, design, and development.

    Information related to the SS4A Grant Program can be found on U.S. Department of Transportation website. https://www.transportation.gov/grants/SS4 A Notice of Funding Opportunity (NOFO) is released each year of the grant program.
